The Chicago Plan Commission will review a proposed mixed-use residential tower at 215 North Racine Avenue in the Fulton Market District. The project represents a major next step in the neighborhood’s continued growth—adding density, street-level activity, and a contemporary architectural presence that would further enrich Fulton Market’s evolving skyline.

The proposal calls for a 30-story residential building with 347 rental apartments, including 70 affordable units provided through the City’s Affordable Requirements Ordinance (ARO). The tower would rise approximately 364 feet and include 1,128 square feet of ground-floor retail, 88 on-site parking spaces, and approximately 350 bicycle parking spaces, supporting both daily needs and multimodal access in the district. Architecturally, the building is organized as a vertical mass with rounded corners and an upper-level setback to accommodate a rooftop amenity deck and a mechanical penthouse. The parking podium is wrapped in perforated metal mesh, while the residential levels above use a combination of glass and metal paneling to create a gridded façade expression. Balconies are integrated into the upper residential floors to add depth and outdoor access.

At street level along N. Racine Avenue, the ground floor is designed to activate the frontage with a residential lobby, leasing space, and retail, reinforcing pedestrian energy and neighborhood connectivity. Service functions—including loading, back-of-house areas, and the parking ramp—are located toward the interior of the site to maintain a stronger public-facing edge along the street.As part of the proposal, the developer has also committed to creating a publicly accessible open space off-site at 1240 W. Carroll Avenue, which would be privately managed and could include landscaped green space and/or recreational uses. This element extends the project’s public benefit beyond the tower site and contributes to the broader open-space network in Fulton Market.

To proceed, the project requires a rezoning from DX-5 to DX-16 and approval as a Planned Development, including a Floor Area Ratio (FAR) bonus obtained through a contribution to the Neighborhood Opportunity Fund. More broadly, the proposal signals a scale of development in Fulton Market that is increasingly comparable to downtown high-rise projects, reflecting the district’s rapid transformation and growing regional significance.
